Plastic vs Wood Pallets for Export: ISPM-15, Cost & Reuse

For international export, plastic pallets avoid the single biggest compliance headache of wood: they are exempt from ISPM-15, so they need no heat treatment, no fumigation and no IPPC stamp, and they clear customs without wood-packaging inspection risk. The short answer for exporters

If your cargo crosses a border, the deciding factor is usually ISPM-15. Wood is regulated packaging; plastic is not.

- Choose plastic when you ship internationally on repeatable or returnable lanes, carry hygiene-sensitive goods (food, beverage, pharma, electronics), want to strip out heat-treatment and IPPC-stamp risk, or want to shave chargeable weight off air/sea freight. - Choose wood for genuinely one-way, disposable, price-first domestic shipments where the pallet is not coming back and per-unit purchase cost is the only metric that matters.

ISPM-15: the compliance gap that decides most export shipments

ISPM-15 (International Standards for Phytosanitary Measures No. 15) governs solid-wood packaging material used in international trade, to stop wood-boring pests spreading between countries. It is adopted by 180+ countries including the US, EU, UK, China, Australia and Canada.

Wood pallets thicker than 6 mm must be: 1. Debarked, then 2. Treated — most commonly heat-treated (HT) to a minimum core temperature of 56 °C for at least 30 minutes, or by approved alternatives such as methyl-bromide fumigation (MB) or dielectric heating, and 3. Marked with the IPPC 'wheat stamp' showing the country code, the treatment provider's registration number and the treatment code (e.g. HT).

Get any of that wrong — missing stamp, damaged wood re-infested after treatment, bark still attached — and the consignment can be refused entry, re-treated, re-exported or destroyed at your cost, with the whole load held up.

Plastic pallets are exempt from ISPM-15. No heat treatment, no fumigation, no IPPC stamp, no wood-packaging inspection to fail. Plastic does not harbour the pests the standard targets. The pallet must still be clean and structurally sound for routine customs clearance — but the phytosanitary hurdle disappears. For high-frequency exporters, removing that variable is often worth more than the pallet itself.

Hygiene, weight, reuse and durability

Hygiene. Plastic is non-porous and washable. It does not absorb moisture, will not grow mould inside a humid ocean container, does not splinter, and has no protruding nails to puncture stretch-wrap or scar product. Wood absorbs water, can harbour bacteria and mould, and sheds splinters and nail fragments — which is why food, pharma and clean-electronics supply chains lean plastic.

Weight. Plastic pallets are generally lighter than an equivalent solid-wood pallet, which lowers chargeable/volumetric weight on air and reduces total container tare on sea freight — a small saving that repeats on every shipment.

Consistency. Plastic is injection- or blow-moulded to a fixed footprint and height every time, so it feeds automated conveyor, ASRS and racking lines cleanly. Wood varies board-to-board and warps.

Reuse and durability. Wood pallets typically survive ~15–20 trips before repair or retirement; engineered plastic pallets are built for 100+ trip cycles (indicative industry figures — actual life depends on load, handling and lane). Plastic has a low breakage rate and, at end of life, is recyclable back into new pallets.

Total cost of ownership, not sticker price

Wood usually wins on the purchase order and loses on the invoice pile behind it. Because a wood pallet lasts roughly 15–20 trips, a repeat lane forces you to buy — and treat, and re-stamp — replacements again and again. An engineered plastic pallet rated for 100+ cycles spreads its higher upfront cost across far more trips, so the cost per trip typically falls below wood on any lane where pallets circulate or return.

Add the avoided ISPM-15 treatment fees, avoided customs-hold risk, lighter freight and lower damage/claim rates, and plastic frequently comes out ahead on total cost of ownership for exporters — even though the first invoice is larger. The break-even depends on how many trips you get and whether pallets come back; run it on your own trip count rather than the sticker price.

Wood remains the rational pick for one-way, throwaway shipments where the pallet is never seen again and per-unit price is the only lever.

Matching a plastic export pallet to your load

Spec against three things before you order:

1. Footprint — align to your receiver's racking, conveyor and container plan. Common export footprints include 1200×1000, 1200×800 and 1100×1100 mm. 2. Load rating — check dynamic (moving on a forklift/truck), static (stationary stacked) and, if you rack it, the racking rating against your palletised weight. Do not assume a static rating covers dynamic handling. 3. Deck and structure — flat double-faced for stacking and rackability, single-faced runner or nine-foot for ground handling, grid-deck to shed water and dust, or heavy-duty HDPE where impact resistance matters.
